How to Choose Comparable Property Sales in Greece

Start with historical transactions involving the same property type, comparable ownership rights, a relevant location and reasonably similar size and characteristics. Then examine the date, recorded consideration, building condition and other material differences. A recorded transfer is not automatically a verified comparable sale.

01 · PRICE EVIDENCE

What makes a property sale genuinely comparable?

A comparable property has characteristics and transaction circumstances sufficiently relevant to help assess another property.

Professional property valuation uses evidence from similar assets where relevant market information exists. The Royal Institution of Chartered Surveyors (RICS) emphasises the quality and relevance of comparable evidence rather than treating every available price as equally informative.

FactorQuestion to answer
LocationSame micro-market or merely the wider municipality?
TypeComparable apartment, house or another category?
OwnershipSame type and extent of ownership right?
Living areaComparable and consistently measured?
DateRecent enough to inform the intended comparison?
Building ageComparable construction period?
ConditionSimilar maintenance and refurbishment?
FeaturesSimilar floor, views, outdoor space and amenities?
Evidence qualityCan material details actually be verified?

A property does not have to match perfectly, but important differences should be identified rather than concealed.

The objective is not to find properties with matching prices. It is to find prices whose underlying properties can meaningfully be compared.

02 · PRICE EVIDENCE

Where can you find historical comparison evidence?

Greece's official starting point is MAMA — Μητρώο Αξιών Μεταβιβάσεων Ακινήτων, the Real Estate Transfer Values Register.

The Greek government service provides anonymous area-based access to reported historical property-transfer values. Its interface includes municipality, property category, main-space area, construction year, contract period and consideration for the transferred right.

Nationwide annual files also permit more structured research, but the available fields do not necessarily verify every relevant detail of a particular home.

A record may not establish interior condition, refurbishment, view or every circumstance of the transaction.

What about advertised properties?

Current listings provide a different type of evidence: seller expectations. They can help assess current competing advertised homes, especially where transfer records are thin.

But a listing asking price is not a completed transaction.

Likewise, the Bank of Greece Residential Property Price Index is based on credit-institution valuation data. It supplies market-trend context, not individual completed sales.

Each source should be labelled and interpreted separately.

See How to Find Actual Sale Prices.

03 · PRICE EVIDENCE

A three-stage method for choosing comparable sales

Stage 1 — Eligibility: Does the record represent appropriate transaction-related evidence?

Stage 2 — Comparability: Is the property sufficiently similar to the subject property?

Stage 3 — Interpretation: What conclusion can the available observations responsibly support?

A record can pass eligibility and fail comparability. Several relevant observations can also pass both without supporting a precise property-specific valuation.

04 · PRICE EVIDENCE

Stage 1: which records should be excluded?

Suppose a buyer is considering a completed resale apartment with 100% full ownership.

An undeveloped land parcel is not the same property type. A record for a 50% ownership interest is not automatically the sale price of a complete apartment.

Record characteristicInitial treatmentReason
Completed apartment, full ownership, valid consideration and main areaRetain for reviewMatches basic residential scope
Partial apartment ownership interestExclude from full-ownership sample or analyse separatelyMonetary value concerns a different right or share

Missing considerationExclude from price calculationsNumerator unavailable
Missing main areaExclude from €/m² calculationsDenominator unavailable
Apartment with unknown refurbishmentRetain provisionallyEligible, but comparability not verified

These are screening rules for a defined analytical purpose, not universal legal or professional valuation rules.

Why are Greek ownership rights important?

MAMA's field Τίμημα Δικαιώματος means consideration for the transferred right. Not every recorded transfer involves the same ownership extent.

If an observation concerns a partial interest, dividing its consideration by the full apartment area may give a misleading result.

Do not automatically correct the figure by dividing by an ownership percentage without understanding the right and transaction circumstances.

What this means for the buyer: Establish what was transferred before interpreting the amount.

05 · PRICE EVIDENCE

Stage 2: rank eligible observations by comparability

After basic screening, classify observations.

Strong candidate for further comparison

Available facts indicate similar property type, ownership, location, size and reasonably relevant period. Material differences and missing facts remain explicit.

This is not automatically an independently verified direct comparable.

Contextual evidence

A real historical observation exists but one or more differences limit direct relevance: older period, broader geography, unknown condition or other property characteristics.

It may still describe the wider market.

Unsuitable for this comparison

The observation differs fundamentally from the subject property or lacks information necessary for a defensible comparison.

Exclude it from the final comparable subset.

These categories deliberately avoid giving a score of 87/100 to a record whose condition or location is actually unknown. Unsupported numerical precision adds no information.

06 · PRICE EVIDENCE

Worked example: five pieces of evidence for an Athens apartment

Consider a fictional buyer assessing:

Subject propertyDescription
TypeCompleted resale apartment
Asking price€340,000
Main residential area85 m², unverified
Asking price per m²€4,000/m²
Construction period1980s
Ownership sought100% full ownership
LocationDefined Athens neighbourhood
ConditionAdvertised as renovated; inspection pending

The buyer identifies five hypothetical observations:

CandidateObservationPrice or amountInitial decision
A84 m² apartment, full ownership, transfer in 2026, nearby€302,400Candidate
B89 m² apartment, full ownership, 2025, adjacent neighbourhood€320,400Contextual
C85 m² apartment, 50% ownership interest transferred€153,000Exclude from full-ownership sample
D100 m² detached house with land€340,000Exclude from apartment sample
ENearby 84 m² apartment advertised for sale€352,800 askingSeparate asking-price evidence

For Candidate A:

€302,400 ÷ 84 m² = €3,600/m²

For Candidate B:

€320,400 ÷ 89 m² = €3,600/m²

The numerical results match, but that does not prove the subject is worth €3,600/m².

A and B may differ in condition, floor or neighbourhood. Candidate E is only advertised. The current condition and precise circumstances are not necessarily established by public MAMA records.

Important: The detailed property descriptions in this example are hypothetical and assume that such information has been obtained from suitable additional sources. The anonymous register should not be assumed to supply it.

If key characteristics cannot be verified, label the observations limited historical context, not confirmed directly comparable sales.

All fictional observations and prices are illustrative; no actual Greek transfer records are represented.

07 · PRICE EVIDENCE

Why can a nearby sale be a poor comparable?

Two apartments in the same building can differ in floor level, lift access, layout, renovation condition, parking, views, outdoor areas and technical status.

A recorded €/m² figure does not automatically adjust for these characteristics. Professional analysis may consider evidence-based adjustments for location, property differences and timing. But a fixed blanket premium for sea views or renovated kitchens is not defensible across Greece.

What if the condition is unknown?

Treat it as unknown.

Do not infer renovation from a high transfer price or poor condition from a low price.

A transparent description is:

“This record meets basic residential, ownership, area and date filters, but refurbishment condition could not be established. It provides contextual evidence, not a verified direct comparable.”

That is more informative than an unjustified adjustment.

08 · PRICE EVIDENCE

How recent should a comparable sale be?

Recent observations are generally preferable when truly similar properties exist. No single period works for every Greek market.

In an active area you may use a shorter period. In a smaller island market, a longer window may be needed, but that introduces older market conditions.

A sensible sequence:

  1. Start with the most recent eligible evidence.
  2. Review N after screening for comparability.
  3. Expand the period only when needed.
  4. Identify older observations clearly.
  5. Explain what market movement might limit interpretation.

Can Bank of Greece RPPI update an old sale price?

The Bank's Q2 2026 release reported a 5.5% year-on-year increase in its nationwide apartment valuation index.

That does not mean every apartment's value rose 5.5%, or that an old transaction can simply be multiplied by a national movement to obtain today's local market price.

Keep historical transfers and broader index trends separate unless a justified methodology supports a particular adjustment.

09 · PRICE EVIDENCE

How important is the exact neighbourhood?

Administrative boundaries are not necessarily the same as residential micro-markets.

A municipality may include several distinct neighbourhoods, while an island jurisdiction may contain settlements with very different housing markets.

A geographic match to a municipality does not automatically mean a geographic match to the subject property.

Athens example from our own research

Our October 2026 MAMA audit screened data for January 2024–July 2026. The Municipality of Athens sample contained 7,916 qualifying apartment-right rows.

Filters included apartment category, valid consideration and main area, 100% full ownership and exclusion of unfinished buildings.

But that municipality-wide geography is broader than the central-Athens area in some asking-price research. The 7,916 observations are not 7,916 verified comps for one apartment.

10 · PRICE EVIDENCE

How many comparable sales do you need?

No fixed count guarantees reliability.

Three well-corroborated observations with strong similarity may be more useful than many heterogeneous transfers. One apparently similar transaction may not establish a representative price level either.

Ask:

  • How many potentially relevant observations?
  • How much is known about their characteristics and rights?
  • Are they in a genuinely relevant market?
  • Is the period sensible?
  • Are consideration amounts credible and properly interpreted?
  • Does one unusual record dominate the conclusion?

Eligible records are not the same as verified comparables. Where possible, disclose:

Raw observations → Eligible residential rights → Potential candidates → Corroborated comparables.

A historical median can describe the screened sample but is not a certified property valuation.

11 · PRICE EVIDENCE

What if there are no suitable comparables?

A shortage of observations is a research finding, not proof that no homes have sold.

Possible causes include source coverage, classification, restrictive filters, small market or incomplete characteristics.

Appropriate responses may include:

  • A longer period, explicitly labelled.
  • A wider geography, explicitly labelled.
  • A suitably selected alternative property segment.
  • Current asking-price comparators, separately labelled.
  • Professional market knowledge or an independent property valuation.

Every expansion has a cost: older evidence, weaker geographic match or greater property heterogeneity.

The defensible conclusion may be that the available evidence cannot support a narrow property-specific price estimate.

The last column matters most. A municipal transfer supports a statement about historic recorded consideration. It may not justify a precise current value for one renovated apartment.

13 · PRICE EVIDENCE

How do comparable sales help with an offer?

The purpose is to make your uncertainty visible and negotiation questions more informed.

A useful result might say:

“Several historic apartment-right observations are reasonably relevant to the wider area, but individual condition and precise micro-location are not sufficiently documented for a direct valuation.”

Or:

“Available observations are too heterogeneous for a meaningful neighbourhood-level €/m² comparison.”

Either is more useful than an unsupported precise price.

Your lawyer and engineer must independently investigate title, building permits and technical records. Comparable-sale analysis cannot substitute for their work or a formal valuation where needed.

14 · PRICE EVIDENCE

Frequently asked questions

Are three comparables enough to value a home?

Not automatically. Relevance, verification, dates and characteristics matter; a count alone cannot establish market value.

Can advertised apartments count as comparables?

Yes, as asking-price comparators, kept separately labelled. They are not completed sale transactions.

Is the median price per square metre a valuation?

No. It is a descriptive statistic for the observations included, not necessarily an adjusted opinion of value.

Can I compare a villa with a nearby apartment?

Only as limited context. Villas and apartments often have materially different land and property components.

What if the nearest recorded transfer is years old?

It may provide historical context but needs caution about subsequent conditions and differences; it is not a current direct comparable automatically.
